Help with Identification

can anyone please help identify this for me. It was given to me by my grandfather.

I've never heard of the company and there isn't much of the usual information stamped on the hub. The shape is a little more suggestive of a post-WW1 propeller and may even be for a windmill, wind generator, etc. rather than an aircraft engine. (The engine is commonly stamped somewhere on the hub.)
