What kind of propeller is this?

I stumbled to this propeller few days ago. Propably those weights are destined to control propeller tilt. Lenght is around 280 cm. Probably WWII propeller from "Finland"?

The blades look like those from a "Windcharger" electrical generator. I suspect that the weights are part of an automatic govenor. Doesn't look like an aircraft propeller.
