Is This a Jenny Product and Who can restore it

Currently bidding on a Jenny prop with no decals. Would like a confirmation that this is in fact a Jenny prop. Addtionally, would like an estimate as to what a fair market value for a prop in this condition is. As well as what it would take in time and funds to restore. New to this and need assistance in posting photos.

Is this the prop?

If so, it likely is an authentic JN4C propeller, but was never drilled in the final assembly process and may never have had decals put on it. The seller has polished the brass sheathing. Reproduction Paragon decals can be obtained, and the holes can be drilled to make it look "original", but it's still a restored propeller, which is not as valuable as an original.
