Propeller?

Small wooden propeller- The blades are flat and oblong shaped rather than curved.
Inscribed on the hub is: C983 V.6.
Measurements: L 368 W 35mm (L 14 1/2 W 1 3/8").

Does anyone know how/why this propeller would have been used? and what the inscription means?

It's possibly some kind of auxiliary prop, such as a generator or pump device, but it's hard to know its exact usage.
