PS.: Perhaps French from its shape and its 10 bolt holes.

"Suspicious" from its appearance:

1. Saw cut through the hub
2. Ratio of blade length to hub seems "off", as if the tips have been cut down
3. Paint on tips covers metal sheathing (usually the tips are canvas covered, then painted, then metal sheathing applied over that).

What is the overall length, from tip to tip?
