The marking have to be "Labo Eiffel", that is Gustave Eiffel laboratory.
It was a used in his wind tunnel. They appears regularly on eBay and sell for 20 to 100€.
K130 ? Probably a code dependant of the shape,

Normally, there are other markigs on one of the flat sides of the hub. Could you post a pic, and also a better one of the first already posted?
The markings AR and AV are probably for the French AVant (front) and ARrière (back).
These propeller were used to study the influence of their shape and pitch, using some equivalence charts with true size ones, because in those times they could not make large wind tunnels.
About when they were used and made, just a guess: between 1912 (Auteuil soufflerie construction) and, say, 1925. A very large period, because I am not sure of anything!
I don't even know if they were models built by Eiffel, or built by different prop makers to test them at Eiffel facilities. IMHO, it the first, because I think that the maker would have stamped his brand name somewhere.
